Sept. 10, 2026 — Some Alaskans who purchased health insurance through the federal Obamacare marketplace without receiving a premium subsidy will receive a $500 refund from the federal government beginning in October, President Donald Trump announced Thursday.
Alaska is among 30 states covered by the initiative, which the White House calls the “Working Families Obamacare Refunds.” The administration estimates that nearly 1 million people nationwide will receive checks.
The refunds are intended for consumers who enrolled through HealthCare.gov and paid the full cost of their insurance without federal premium assistance. The White House has not yet announced how many Alaskans will qualify or provided a state-by-state distribution of the payments.
“The relief begins with refunding everyone who was overcharged, and the rebates are going out in just a few weeks,” Trump said in a recorded announcement.
The administration says the money comes from surplus “user fees” collected to operate the federal health insurance exchange. Those fees are assessed on insurers participating in the marketplace but are generally incorporated into the premiums paid by policyholders.
The Biden administration collected substantially more through those fees than was required to operate the exchange, producing a surplus of hundreds of millions of dollars. Trump characterized the payments as refunds for consumers who ultimately bore those costs through higher premiums.
The recipients will be people who did not receive federal premium tax credits and therefore paid their entire marketplace premium themselves. Subsidized enrollees are not included in the refund program announced Thursday.
The participating states are Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin and Wyoming.
Those states rely on the federally operated HealthCare.gov exchange rather than running their own enrollment platforms.
The White House said checks will be mailed automatically to eligible consumers beginning in October. It has not yet specified which enrollment year or years will be used to determine eligibility, whether recipients must have maintained coverage for a minimum period, or whether consumers will need to update their mailing addresses.
The payments arrive as health insurance costs remain a major concern for Americans. Premiums for many marketplace customers increased following the expiration of enhanced federal tax credits that had reduced costs for subsidized consumers.
The administration is presenting the refunds as one part of its broader health care agenda, which includes tighter eligibility checks for federal subsidies, increased enforcement of hospital price-transparency requirements and efforts to negotiate lower prescription-drug prices.
Trump also has called on Congress to pass what he calls the Great Healthcare Plan, a collection of proposals intended to lower drug and insurance costs and direct more federal health care assistance to individuals rather than insurers.
The $500 refund announcement does not change the underlying Affordable Care Act mandates or the structure of Alaska’s individual insurance market. It is just a one-time return of surplus federal marketplace fees to a limited group of unsubsidized policyholders.
Further instructions for eligible Alaskans are expected from the Centers for Medicare and Medicaid Services before checks begin going out.

500 dollars will be helpful to the “Hillbilly” working class group who know what it is to live pay check to paycheck.
The Elite Democrat leaders never will had thought they owe Americans anything. Just look at today’s AKDemocrat leaders. They don’t even want the state of Alaska’s share of the oil revenue profits with Alaskans in a dividend check. They even argued against a $1200 check is too much to share with Alaskans.
Trump promised $5,000 stimulus checks from DOGE cuts. You got 0.
Trump promised $2,000 stimulus checks from tariffs. You got 0.
Trump promised $1,000 checks from Obamacare cuts. You got 0.
Trump promised $1.98 gas. You got $4+.
See any pattern here?
Correct. Why not just repeal obamacare? Republicans control all three branches of government. The republican party is finished.
> Why not just repeal obamacare?
I agree. I remember when John McCain spitefully nixed that in 2017. The republican party’s betrayal of its voters has a long history.
> $500 refund from the federal government beginning in October,
Why are we giving more debt- I mean money- away? Right before an election? If the D’s were doing this we on the right would be rightfully hollering about it.
And right on the heels of a promise of 5K to every American which is over a trillion dollars. What are you doing? Imagine the inflation because of that as well as the debt. It’s like Trump and the R’s are trying to lose the midterms as hard as possible. This is not what I voted for.
“$500 refund from the federal government beginning in October, Why are we giving more debt- I mean money- away?”
I guess you don’t understand what a refund is. These people overpaid the government and they are receiving their own money back due to overpayment. Would you have the government keep their money? This happens every year when people file their tax returns, do you also complain about it then?
“If the D’s were doing this we on the right would be rightfully hollering about it.”
The right understands what a refund is, apparently the woke right does not.
> the woke right
We aren’t the ones gatekeeping speech. Or enforcing speech codes. Or making certain political speech illegal. Or favoring one ethnic group over others. Or name calling. All very leftly things there Steve-O. Cling on to your silly attempt at equivalency as your irrelevance grows.
After the R’s get smoked in 60 days and housecleaning is the order the day on the right, then your lot needs to go. Maybe you can go crawling back to the D’s.
Excellent display of wokeism works Micah! My favorite part besides the heavy dose of gaslighting, the playing of the victim card, and the avoidance of the subject at hand, is where you call names after having said the woke right doesn’t do so.
So are you opposed to people having their own money returned to them or do you prefer the government keep it?
Sigh, Micah, are you for real?

Yeah, I know Dems engage in all of these activities as well. But to state that your side isn’t doing these very things is just delusional. So maybe you’re not for real. Maybe you’re just posting nonsense to get a rise out of people. Honestly, I’d respect that more.
Hey Bill.
Who tried those speech codes in Florida that a court had to throw out?
Sigh. Are you kidding with the favoring of an ethnic group? Who and why are we at war with Iran for a start. I could write- and many others could- a long, long list here. I still can’t believe our domestic reform and coalition was burnt for a group you are still defending. I don’t have any respect for that. No one will forget. Or forgive.
btw- It was wonderful to let the South African farmers in. More please.
Just a drop-in comment: I am so tired of this fella that I generally don’t read stories about his antics. I wish him no particular misfortune but he will eventually leave the stage. And I fear that he will burn it down when he exits.
It’s already burning.
