House Oversight report alleges Biden’s aides and doctor participated in health coverup

The US House Committee on Oversight and Government Reform on Tuesday released a report alleging that former President Joe Biden’s top aides and physician concealed the extent of his cognitive decline during his presidency and improperly executed executive actions using an autopen.

The report, titled “The Biden Autopen Presidency: Decline, Delusion, and Deception in the White House,” concludes that senior officials acted without Biden’s direct authorization on multiple occasions and sought to maintain the appearance of presidential control even as his health deteriorated on several levels, including his cognitive abilities.

Committee Chairman James Comer of Kentucky has now referred the findings to the Department of Justice and the District of Columbia Board of Medicine, citing potential violations of federal law and professional medical ethics. Comer asked US Attorney General Pam Bondi to review all executive actions signed during the Biden presidency, many of which the report alleges may be “invalid” due to misuse of the autopen.

“The Biden Autopen Presidency will go down as one of the biggest political scandals in U.S. history,” Comer said in the committee’s release. “Our report reveals how key aides colluded to mislead the public and the extraordinary measures they took to sustain the appearance of presidential authority as Biden’s capacity to function independently diminished.”

The Oversight Committee’s 120-page report draws on 14 depositions and transcribed interviews with former aides and advisors, including several senior White House officials. Three individuals – Dr. Kevin O’Connor, Annie Tomasini, and Anthony Bernal – invoked their Fifth Amendment rights and declined to answer questions.

Among the report’s findings:

  • Cognitive Decline and Cover-Up: The committee said it uncovered evidence that Biden’s aides and physician took “coordinated actions” to conceal his declining condition, including limiting his public appearances, scripting interactions with reporters, and avoiding unscripted events.
  • Political Interference in Medical Decisions: Testimony from senior officials indicated that campaign and political advisors discouraged medical staff from conducting a cognitive assessment of the president, fearing it would harm his reelection prospects.
  • Misuse of the Autopen: The report alleges that White House staff improperly used an autopen—an automatic signing device—to execute presidential actions, including pardons and executive orders, without Biden’s direct approval or written authorization.
  • Referral of the President’s Physician: The committee referred Dr. O’Connor to the DC Board of Medicine for review, citing possible “false or misleading” public statements about Biden’s health and potential conflicts of interest related to the Biden family.

According to the committee, Democrats on the panel asked minimal questions during the 47 hours of interviews conducted, with an average of just 15 minutes of inquiry per witness.

The Justice Department has not yet commented on the referral or indicated whether it will pursue a review of the Biden-era executive actions. The D Board of Medicine also did not immediately respond to a request for comment.

The Oversight Committee’s report represents one of the most extensive congressional inquiries yet into the former president’s fitness for office and the management of executive authority during his administration.
