What began as a large-scale “No Kings 2.0” protest in downtown Portland turned violent Saturday afternoon when a crowd outside the US Immigration and Customs Enforcement detention facility in South Portland clashed with federal agents.
A good number of the protesters were dressed in animal costumes, inflatables, and other wild attire, and overnight they were filmed lobbing fireworks and Molotov cocktails back at federal agents who were trying to disperse them. At times, the street scene devolved into hand-to-hand combat. Several fires were started by rioters.
The “No Kings 2.0” event was part of a nationwide series organized by communist-linked groups including 50501 and Portland Indivisible. The funding for the organizations are directly tied to the George Soros network. The demonstrations aimed to oppose what organizers described as “authoritarian power grabs” by the Trump administration, including the use of National Guard units to protect ICE offices that have been under siege. Portland police have been instructed by the mayor to stand down.
This was Portland’s second major “No Kings” protest of 2025, following a June event that drew an estimated 50,000 participants. Saturday’s main rally took place from noon to 4 pm at Tom McCall Waterfront Park near the Battleship Memorial, but multiple marches started across the city beginning in the morning. The scene downtown featured brass bands, frog and animal costumes, and speeches from local activists and city leaders.
By early afternoon, activity escalated at the ICE facility. Around 4 pm the Portland Police Bureau declared a riot in that area after protesters assaulted federal officers. Federal agents from ICE and the Department of Homeland Security responded in force, deploying tear gas, pepper balls, and paintballs to disperse the crowd.
Videos from the scene showed agents in tactical gear positioned on rooftops firing non-lethal rounds, as protesters set off fireworks and chanted against immigration policies. The incident was characterized by smoke, loud explosions, and sporadic clashes between rioters and law enforcement, with rioters returning fire with the smoke and tear gas.

Protesters were tackled and detained on-site, and multiple arrests were made for assault and related charges. No major injuries or fatalities were immediately reported.
The Portland Police Bureau did not directly intervene in the response but maintained a limited presence earlier in the day through “dialogue officers.” Portland police have essentially left the peacekeeping role to the federal officers.
The federal response occurred amid ongoing legal battles over military involvement in Portland. A federal judge recently blocked the administration from deploying National Guard units to Oregon cities, following a similar order issued earlier in Illinois.
By late evening, the situation had lowered to a simmer, and remaining crowds at the ICE facility eventually dispersed. Investigations are underway into the assaults and use of explosives by rioters during the South Portland mayhem.
