Sen. Cathy Giessel is drawing sharp criticism from constituents after suggesting in her legislative newsletter that newly appointed Rep. Garret Nelson’s support for a full Permanent Fund dividend could constitute a conflict of interest, or even criminal behavior, because he has nine children.
In her newsletter, Giessel commented on Gov. Mike Dunleavy’s appointment of Nelson to the Alaska House seat vacated by the former Rep. George Rauscher. She wrote: “Dunleavy chose Garret Nelson, an online salesman and father of nine who lives in Sutton, to fill a seat previously held by George Rauscher.”
Giessel then added her own commentary:
“My comment: Mr. Nelson stands to receive $38,500 ($3500 x 11) as he advocates for “full Dividend”. At what point does a vote for a ‘full dividend’ comprise a conflict of interest, or even a breach of ethics? Legislators have gone to jail in the past for accepting money in payment for their votes.”
The implication is unmistakable: She is saying that Nelson’s advocacy for a full dividend, a policy position shared by many Alaskans and supported by Alaska statute, is tantamount to voting himself money and could warrant criminal prosecution.
Giessel’s language suggests Nelson is acting corruptly simply because he has children who would benefit from a policy that applies equally to all eligible Alaskans.
There is no legal or ethical standard that disqualifies a legislator from voting on broadly applicable public policy because they or their family are affected by it. By her logic, no legislator with children could vote on education, no hunter could vote on land policy, no homeowner could vote on property taxes, and no working adult could vote on any income-related policy.
Under Alaska law, the Alaska Permanent Fund dividend is a statutorily established oil royalty paid to all qualifying residents. Since Gov. Bill Walker vetoed half of Alaskans’ dividends in 2016, the legislature has followed suit and the Alaska Supreme Court has ruled the statute doesn’t matter.
Giessel’s comments have also renewed scrutiny of her broader political realignment. Once regarded as a conservative Republican and pro-life advocate, Giessel has increasingly voted in alignment with Democrats in recent years, particularly on abortion policy.
Earlier in her legislative career, Giessel sponsored pro-life legislation, including SB 124 in 2018, known as the “Born Alive” bill, which addressed medical care for infants born alive after attempted abortions.
However, since 2022 she has opposed efforts to restrict abortion, citing Alaska’s constitutional privacy protections.
In 2023, she said she would not support a constitutional amendment to protect the unborn, and in 2024 she voted with Democrats to defeat an amendment that would have defunded most Medicaid-paid abortions.
While Giessel has described herself as “personally pro-life,” her voting record has increasingly aligned with pro-death positions backed by Planned Parenthood and Senate Democrats.
Now, her newsletter goes further, not only rejecting conservative positions, but suggesting that legislators who support a full Permanent Fund dividend while having children are ethically suspect or even criminally liable.
Giessel has not clarified what threshold, if any, she believes would make a legislator’s family size ethically acceptable, nor has she cited any statute or ethics ruling supporting her implication that advocating for a statutory dividend could send a lawmaker to jail.
The episode has become less about dividend policy and more about the use of ethics language to cast political opponents as corrupt, a charge they say crosses from policy disagreement into character attack and attacking people for their families.
Giessel, who serves on the Senate Transportation Committee, is married other an employee of the Department of Transportation.

As a resident of District 29, I can affirm that Representative Nelson reflects my views on the dividend. I hope he will continue representing the views of his own district and ignore the shrill threats from Senator Giessel.
I am also in District 29 and agree. So in Giessel’s view only someone with a small family is allowed to have a position on the pfd. Beyond ridiculous. She is essentially openly discriminating against anyone with a large family. Given her track record she is not a person of integrity, and evidently also lacks common sense. I do hope her constituents are paying attention.
I like David Nelson. I was disappointed he again has to step back from state leadership. But I see him a man who is as most men today struggling with the internal pressure against our American men and boys. No thanks to our culture, our schools, and yes even Families against raising strong men.
If he can stay away from organized religions. Embrace God’s Word he’ll sort his insecurities and struggles out and then he’ll be one formidable leader

Do you actually read the articles before you comment? If so, do you have comprehension issues? David Nelson announced that he’s leaving the House after this term, citing his upcoming marriage. That and being only 29 years old should provide plenty of clues that he doesn’t have nine children. Honestly…
What a worthless woman. I have no doubt a true examination of her income since getting in the legislative would show illegal money income.

What does she hope to gain from this and her abortion views? Does she see herself as the next Lisa? We need to get busy and find someone that will respect and do the will of the people that vote.
That’s easy, the goal is to sideline and intimidate Rep. Nelson. Just watch she is going to demand he recuse himself from the vote. It is also a dog whistle for her progressive friends to throw the same criminal aspersions. She is trying the “Eastman” treatment on the new guys to make sure they KNOW who supposedly is in charge. She used to be my representative many moons ago and even then she was reprehensibly arrogant.
There is nothing criminal being a sitting legislator and have having nine children all eligible for a PFD.
How would she respond if their parents had nine personal accounts in their children’s names so as each child ages the parents have something to help them get their young life started? Whether it’s to help pay for college or to pay a year’s trade certificate .

Just the usual bigotry of the dried-up husks of women who didn’t bother to procreate. Large families offend them because they never had one. In the 1960’s nine was pretty average for most families I knew. Now it’s more like one or two, and that’s a damned shame.

G. Gordon Liddy used to have to explain these sort of things to younger listeners on his radio talk show. One time, he told a caller about the days when women had nine children in the hopes that three of them would survive to full adulthood. As for Giessel the Weasel, there’s something called the Official Election Pamphlet, where you can often find biographical information on politicians. Her profile from when she was first elected in 2010 lists three children and three grandchildren.

She was never accused of being the brightest crayon in the box, but thus is a little over the yop, don’t you folks in her district think? People in glass houses really shouldn’t throw rocks, think defined benefits and her hubby works for the srate so SHE would certainly benefit. Blatant conflict if interest! People in her district should definitely find a new senator to represent them. Start knocking on doors now and talking to people so you can make that happen.
Every legislator who has voted against the full PFD dividend since Walker raided the fund is a lawbreaker IMO.
Seems reasonable to ask whether Co-Governor Giessel said it because she’s protected by the political body armor of Alaska’s easily corruptible election system.

What a shrew. I wish I could find the campaign ad she ran years back bashing Walkers PFD grab, and calling it theft, from hard working folks. As I recall, in the ad she and hubby sat around a kitchen table doing a whole shtick on how Alaskans relied on these funds. Seems Giessel has had that little gem scrubbed from youtube. Oh how the tides shift when you grift.

You have just made a conclusive argument for re-instating the PFD original formula (eliminating the POMV as well), which does not require interaction with the legislature and instead simply distributes funds on a rolling 5 year average. Your argument claims a conflict of interest and since EVERY legislator and their families benefit from the fund, returning to the pre-Bill Walker established routine for distribution will alleviate your alleged conflict of interest and criminal conduct.
