July 20, 2026 – A Juneau woman’s decision to fling a bag of dog poop on the steps of the Alaska Governor’s Mansion has cost her just $70.
Security camera footage from June 4 shows a woman walking two dogs along Calhoun Avenue before entering the mansion’s circular driveway. She approaches the front steps, where authorities say she tossed a bag containing dog feces, then walks away with the dog.
Police tracked the woman down and identified her as Heather Amanda Houston, born in 1986. She was cited under the City and Borough of Juneau’s prohibition against littering in a public place. Here’s the footage:
The case was filed in Juneau District Court as City and Borough of Juneau v. Heather Amanda Houston, case number 1JU-26-00662MO.

Court records show Houston entered a no-contest plea and was convicted of littering in a public place involving less than one square foot of litter. The noncriminal infraction carried a total fine of $70, which she paid.
Dog waste may occupy less than one square foot, but it is hardly ordinary litter. Fecal material is unsanitary and can carry bacteria and parasites, making its placement on the entrance to a public residence more than merely an aesthetic offense.
Houston is previously identified publicly as general manager of the Silverbow Inn in downtown Juneau. It is unclear whether she remains employed at that business, owned by Ken Alper and his wife. Alper worked for former Gov. Bill Walker as director of the Tax Division and is a prominent liberal in Juneau politics.
Nothing in the available court record establishes whether the act was intended as a political statement or was simply an unusually inconsiderate way to avoid finding a trash can.
It’s not the first time for the Governor’s Mansion during the Dunleavy Administration. In 2020, a man from Soldotna was charged with misdemeanor criminal damage to property after hammering a sign into the front door of the mansion (an original historic door from its 1912 construction). Also in 2020, someone spray painted the pavement in front of the building with “Black Lives Matter.”
